Kelly Hart’s Environmental and Administrative attorneys represents utilities, districts and municipalities in a wide variety of real estate development regulatory matters. We have assisted clients in numerous matters, including applications for issuance and amendment of water and wastewater certificates of convenience and necessity (CCNs); water and sewer rate cases; creation and regulation of municipal utility districts (MUDs) and other special purpose districts; municipal annexation and development regulation and negotiation of real estate development agreements and water rights permitting.

Kelly Hart served as lead counsel in the landmark Texas Supreme Court case defining the scope of aider and abettor liability under the Texas Securities Act
